MEETING INVITATIONANNUAL GENERAL MEETING OF SHAREHOLDERS IN 2026

The Board of Directors of Vinaconex 25 Joint Stock Company (VCC) would like to invite the Company’s shareholders to attend the 2026 Annual General Meeting of Shareholders:

1. Time: At 8:00 a.m., 18 April 2026 – Saturday
2. Location: 6th Floor – Company Headquarters No. 89A Phan Dang Luu, Hoa Cuong Ward, Da Nang City
3. Contents of the meeting: See the attached General Meeting Program.
4. Conditions for participation: All shareholders owning VCC shares according to the list of shareholders closing on 18/03/2026 or authorized persons to attend.
5. Confirmation of attendance: For the convenience of organizing the GMS, shareholders shall be requested to confirm their attendance/authorization (send directly, by post, email or fax) to attend before 17:00 on 17/04/2026 (Friday) to the Company.
6. Shareholders or authorized persons attending the GMS need to bring the following documents (originals):

• Invitation to the 2026 Annual General Meeting of Shareholders.
• Identity card/Citizen ID card or passport.
• POA (in case of authorization to attend).

7. Documents related to the GMS are posted on the Shareholder Relations section of the Company’s website (at link: vinaconex25.com.vn), including:

• Report of the Board of Management on the 2025 business results and the 2026 business plan;
• Report of the Board of Directors on approving the 2025 audited financial statements;
• Report on the activities of the Board of Directors in year of 2025, the contents implemented by the Board of Directors under the authorization of the 2025 Annual GMS and the 2026 working program;
• Report of the Supervisory Board for year of 2025;
• Report of the Supervisory Board on recommending the GMS to approve the selection of an independent auditing firm to audit and review the Company’s 2026 financial statements;
• Report of the Board of Directors on the 2025 after-tax profit distribution plan;
• Report of the Board of Directors on the remuneration payment plan for the Board of Directors and the Supervisory Board in 2025 and the 2026 plan;
• Report of the Board of Directors on approving the policy for internal transactions with the Parent Company – Vinaconex Corporation and/or with other member companies;
• Report of the Board of Directors on the authorization to decide on adjustments to investment projects in 2026;
• Report of the Board of Directors on the amendment of business lines;
• Report of the Board of Directors on the dismissal/additional election of members of the Board of Directors for the 2025-2030 term; Guidelines for candidacy and nomination; Election regulations;
• Other matters within the authority of the GMS (if any).
